Welcome to Taowao. By creating an account, posting a listing, contacting another user, or completing a transaction through the app, you agree to these Terms and Selling Policy. These rules apply in addition to Cambodian law and do not remove any right or remedy that the law gives to a consumer.
Taowao is a peer-to-peer marketplace that connects buyers and sellers in Cambodia. We provide listing, discovery, communication, reporting, and moderation tools. Unless Taowao expressly states otherwise, the buyer and seller—not Taowao—are the parties to the transaction. These terms apply to item, vehicle, business, and other marketplace listings made available through Taowao.
By listing an item, you confirm that you legally own it or are authorized to sell it; it is not stolen, seized, pledged, unlawfully imported, or subject to another person's undisclosed right; and the sale is lawful in Cambodia. Business sellers must identify themselves accurately and maintain every registration, licence, permit, tax record, invoice, receipt, and sector approval required for their activity. A seller must provide reasonable proof of ownership, origin, authenticity, or authorization when Taowao or a competent authority requests it.
Every listing must be clear, current, truthful, and for a specific item that is genuinely available. Sellers must:

You may not list, offer, request, exchange, or arrange the sale of:
Taowao may prohibit additional items even when their sale might otherwise be lawful.
If an item requires a licence, prescription, registration, age check, product authorization, safety inspection, Khmer label, tax stamp, import document, or approval from a competent authority, you may not list it unless every requirement is satisfied and Taowao permits that category. This may include alcohol and tobacco products, medicines and medical devices, food and supplements, cosmetics and chemicals, precious goods, animals and plants, cultural property, radio equipment, and motor vehicles. Taowao may request documents, restrict visibility, impose age or location controls, or reject the listing entirely.
Taowao also prohibits services or solicitations involving sexual services, dating or escort arrangements, adoption or surrogacy brokerage, trafficking or exploitation, forged or unlawfully obtained government documents, unlicensed medical or financial activity, gambling, pyramid or multi-level recruitment schemes, bulk-message or personal-data sales, hacking, academic cheating, or any unlawful service. Jobs, property, finance, and other specialized categories may be used only if Taowao expressly enables them and all applicable rules are met.
Sellers must deal honestly and must not:
The seller must honor the agreed item, price, quantity, and material conditions; disclose all mandatory charges before agreement; and promptly correct or withdraw an unavailable listing. Taowao does not currently provide escrow, payment processing, delivery guarantees, or buyer protection. Payment and delivery arrangements are made directly between users unless Taowao expressly introduces such a service in writing. Business sellers must provide receipts, warranties, returns, refunds, cooling-off rights, tax documents, and transaction records whenever Cambodian law requires them. Never request another user's password, one-time code, payment-card secret, or unnecessary identity document.
A seller must not place an unsafe or non-compliant product into commerce. If a seller learns that an item may be unsafe, defective, adulterated, unlawfully labeled, or recalled, the seller must immediately stop offering it, warn affected buyers when appropriate, notify the competent authority where required, and cooperate with withdrawal, recall, inspection, preservation, or evidence requests. Deleting a listing does not remove these duties.
Buyers and sellers are responsible for confirming the item, price, payment, delivery, warranty, and return terms. Buyers should inspect goods and documents before payment. Users should communicate clearly and preserve relevant listings, messages, receipts, and payment evidence. Reporting a problem to Taowao does not prevent either party from seeking a refund, compensation, regulatory assistance, police assistance, or a court remedy available under Cambodian law.
Meet during daylight in a busy public place, tell someone where you are going, inspect the item before paying, and avoid carrying unnecessary cash. Do not continue a meeting if you feel unsafe. For vehicles, use a lawful ownership-transfer process and verify registration and identity documents with the appropriate authority.
You retain ownership of content you create. By posting it, you grant Taowao a non-exclusive, worldwide, royalty-free licence to host, reproduce, format, translate, display, distribute, and use it as reasonably necessary to operate, secure, promote, and improve the service. You confirm that you have the rights and permissions needed for every photo, logo, description, and other material you upload. You may not copy another seller's listing; misuse another person's trademark, copyright, image, autograph, or personal information; or place another marketplace's logo, watermark, URL, or contact channel on a listing image.
Taowao may review, limit, reject, correct, quarantine, or remove content; require identity, ownership, safety, licence, or authenticity evidence; restrict features or listing visibility; cancel offers; preserve relevant records; and warn, suspend, or terminate accounts. Depending on severity and history, enforcement may progress from content removal or a warning, to temporary feature or account restrictions, to a longer suspension or permanent account block. Serious safety, fraud, exploitation, counterfeit, weapons, or repeated violations may skip these stages and result in immediate action. Where reasonably safe and legally permitted, we will state the reason and duration and provide a support appeal path. An appeal does not pause urgent safety action. We may cooperate with rights holders and competent authorities and disclose information when legally required or reasonably necessary to prevent harm or investigate suspected illegality.
Taowao does not generally own, inspect, certify, price, deliver, or guarantee user-listed goods and does not guarantee a user's identity, authority, statements, or ability to complete a transaction. The service is provided on an “as available” basis. To the maximum extent permitted by law, Taowao is not responsible for losses caused by another user or an off-platform transaction. Nothing in these terms excludes or limits a consumer right, statutory guarantee, remedy, or liability that Cambodian law does not allow us to exclude or limit.
These terms are governed by the laws of the Kingdom of Cambodia. Users remain subject to all applicable consumer-protection, e-commerce, product-safety, food-safety, intellectual-property, tax, customs, criminal, and sector-specific rules. A consumer may raise a complaint with Taowao, the Consumer Protection, Competition and Fraud Repression Directorate-General (CCF), another competent authority, the police, or a competent Cambodian court. Using Taowao's support or appeal process does not waive those rights.
We may update these terms to reflect legal, safety, or service changes. We will display an updated effective date and provide additional notice when a change is material. Continued use after the updated terms take effect constitutes acceptance, except where the law requires another form of consent.
